The Catholic Bishops Conference of Japan has established new guidelines for recognized organizations, effective from October 22, 2026. These guidelines are intended to clarify the standards, application processes, and operational procedures for organizations engaged in apostolic activities on a national scale. The conference emphasizes the importance of respecting and encouraging the activities of believers guided by the Holy Spirit.

Historically, various organizations known as recognized organizations have existed in the Japanese church, but the Conference acknowledges that the standards and procedures for such recognition have not been clearly defined. The new regulations aim to promote appropriate and proactive apostolic activities among believers while ensuring transparency and accountability in their operations.

According to the newly established guidelines, a recognized organization must operate based on Catholic faith and be comprised mainly of Catholic believers. The guidelines detail the application process, which requires submitting necessary documents, including bylaws, membership lists, and annual reports. Organizations seeking recognition must demonstrate their commitment to apostolic work across at least two church jurisdictions.

The guidelines also stipulate that recognized organizations must maintain financial independence and proper accounting practices. They are required to report on their activities and any aid received from the Catholic Bishops Conference or its affiliated bodies annually. Additionally, these organizations must adhere to safeguarding principles to protect the dignity and rights of all individuals, especially vulnerable populations.

In cases where organizations do not meet the established criteria, the Conference retains the authority to deny recognition, conditionally approve, or revoke existing approvals. The validity of recognition is set for five years, after which organizations must reapply for renewal. This structured approach aims to enhance the integrity and effectiveness of apostolic activities within the Catholic community in Japan.
